Meet the Board

Ralph E. Kelsey, Chairman
Mr. Kelsey, is a lifelong resident of Tioga County, NY. As a semi-retired banker, he continues to serve on the Board of Directors of Tioga State Bank and the Broome Cooperative Insurance Company. Ralph currently serves as Lay Pastor of the Grace Bible Church, in Candor NY. He volunteers as a Board member of the Tioga County Farm Bureau and the Tioga County Industrial Development Agency. Ralph resides in the Town of Owego and has been a board member of the TCSCF since 1989.

Dr. Gary J. Williams, Vice Chairman
Dr. Williams practices optometry in Owego. He is past president of the College of Optometrists in Vision Development and has served as the education chair since 1996. An active Rotarian, Gary has resided in the village of Owego for 40 years and was appointed to TCSCF’s Board in 1989.

J. Paul Cavataio, Treasurer
A native of Tioga County, Mr. Cavataio is the owner-operator of Agway Farm and Home Store. Paul is a resident of the town of Owego and has served on the TCSCF Board since 1998.

Carolyn Wright, Secretary
Mrs. Wright is a retired educator and a lifelong resident of Tioga County. A Rotarian and friend of the Coburn Free Library, she resides in the Village of Owego. Carolyn has been on the Board of Directors since 2001.

J. Dickson Edson, Director Emeritus
Mr. Edson is the founding director of the Tioga County Senior Citizens Foundation, having overseen the sale of the Owego Home for Aged Women which created the Foundation’s endowment. After 55 years of service to the Home and Foundation, he retired from active membership on the Board in May 2013 and was appointed director emeritus. During his tenure, over 1.3 million dollars were provided in support of senior citizens.

Mary Charlotte Donnelly
Mrs. Donnelly is the senior active member of the Foundation Board, having served since its inception in 1982. A retired social worker and a resident of Waverly, she has also served as a Red Cross volunteer and on the Board of the Waverly Free Library. Mary Charlotte has resided in Tioga County for over 60 years.

Mary Gordner
Mrs. Gordner is a retired educator and resides in the Town of Berkshire.  In addition to serving on the TCSCF Board since 2008 , she is a volunteer at her church and for the Newark Valley Historical Society. Mary has lived in Tioga County for over 50 years.

Merlin Lesser
A retired electric and gas utility manager, Mr. Lesser was appointed to the board in 2014. An Owego resident, he works as a freelance writer under the name “The Old Coot.” He is also a Rotarian.

Ross McGraw
A retired educator, Mr. McGraw has served on the Board since 1994. A resident of Newark Valley for over 35 years, Ross chairs the Board of Trustees for the Newark Valley Historical Society.

Keith A. Nichols, MD
Dr. Nichols maintains a practice in the Village of Owego. He also serves on the Tioga County Community Services Board. A lifelong resident of Tioga County, Keith has been a Foundation director since 1994.

David Ostrander
Mr. Ostrander  was appointed to the Board in 2013. A retired educator and native of Tioga County, he resides in the Town of Owego. He is a volunteer at his church, with the Tioga County Historical Society Museum, and for Meals on Wheels.

Judith M. Quigley
Ms. Quigley, attorney for Tioga County, currently resides in the town of Owego and has been a resident of Tioga County for 50 years. Judy is a Rotarian and also serves on the Owego Gymnastics Board of directors.

Emily Rankin
Mrs. Rankin is a resident of Nichols and has lived in Tioga County for over 45 years.   Emily is a retired accountant. She was elected to the TCSCF Board in 2000.

David Wheelock
Mr. Wheelock has been an insurance agent in Owego for 25 years. He joined the foundation Board in 2000. Dave also serves as a volunteer at his church and on the Board of the Les Wagner Foundation.

Kevin R. Williams
Mr. Williams, is a lifelong resident of Candor, NY. He retired from Lockheed Martin in Owego after 31 years as an engineer and engineering manager. He serves as a trustee at McKendree United Methodist Church in Candor and is on the Board of Directors of the Resource Center of Candor.

David C. Woodburn
Mr. Woodburn, a third generation resident of Tioga County, joined the Senior Citizen Foundation Board in 2015. He also serves as a board member for Tioga County Rural Ministry and the Charles Bassett Youth Foundation and on the Finance Council of Saint Patrick’s Church, Owego. After a career in banking and public administration, he currently works part time at Estey, Munroe and Fahey Funeral Home in Owego and Candor.
